People say very weird things to me. They tell me their life story etc. So you mena to tell me you sit in class and not 1 guy approaches you for casual conversations? I find that hard to believe.

I agree with Hex. You haven't told us anything about yourself or your attempts to meet people half way, you've only been strict and critical and demanding of one-way street answers to an otherwise blank slate.
I'm dismissive of empty exhortations to do more approaching and showing more initiative, mainly because I'm already doing that damn near all the time. I'm asking how to regularly elicit said behavior from other people where I go based on immediate visuals, and though it's fine if people here don't know how to do that, I find evasion of the topic quite frustrating.
I've tried that tactic in the past. Relaxing my standards there i. That's just it, though. Everyone's a "blank slate" until after an interaction. And yet somehow some blank slates in any given environment are being considered as being worth a basic approach and some aren't, and I'm always finding myself on the wrong side of it. True, I didn't state much about myself or my own attempts, but that's because that wasn't what I was trying to focus on.
And I'm not exactly convinced it's even relevant. If I knew, I'd be doing something about it. I was hoping to get some sort of idea of where specifically it's all falling apart. You won't give us enough information to help you, so how are we supposed to know?
